MDG Associates is a national community development consulting firm.
We specialize in the management of federal, state, and local grants, with an emphasis on U.S. Department and Urban Development (HUD) Community Planning and Development (CPD) and disaster recovery funds. Our services include providing a wide level of services from proving technical assistance to the administrative oversight, management, and the day-to-day implementation of the various grants. These include the Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Solutions Grant (ESG), and the Community Development Block Grant – Disaster Recovery (CDBG-DR) programs.

MDG Associates staff has been working on the administration and implementation of Disaster Recovery programs since 1994, as part of the Northridge Earthquake appropriation. Since then, our team members have continued to work with recipients (grantees) of disaster recovery funds in the design, administration, and implementation of their grants, programs, and individual activities. As a result of our expertise and success in the day-to-day implementation of these programs, we have worked with several U.S. HUD technical assistance (TA) Providers under contract with HUD headquarters to provide TA to recipients of CDBG-DR funds.
MDG Associates provides Grants Management services encompassing a wide range of housing, community, and economic development activities. Grants management includes program planning, program design, and oversight of the procedures, actions and processes that will ensure the successful implementation of government funded programs and activities in conformance with the applicable regulatory requirements.
MDG Associates provides a variety of housing programs services inclusive of conducting housing rehabilitation programs, first-time homebuyer programs, TBRA programs, and coordinating the use of HUD HOME and CDBG-DR resources for housing development and rehabilitation.
MDG provides full-service Labor Compliance Monitoring. Prior to contract award services include: review of bid documentation to ensure federally required language and requirements are appropriately incorporated, preparation of advisories to potential bidders of Davis Bacon and Related Acts and prevailing wage requirements, participation at the Pre-bid Meeting conveying grantee reporting requirements and expectations, review of bid submittals and performance of contractor and sub-contractor verifications (DIR, CSLB and SAM) to determine bidder eligibility, provision of due diligence review results and recommendation for contract award to grantee. Subsequent to contract award service include: review of contract documents to ensure that required Davis Bacon and Related Acts language is included, preparation of documentation required for distribution at the pre-construction meeting, participation at the pre-construction meeting to distribute reporting materials, convey compliance and reporting obligations, document submission and review procedures, and close-out procedures.
MDG Associates provides an expansive range of project management services to both public and private sector clients. In addition to having the capacity and experience to implement Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Community Development Block Grant – Disaster Recover (CDBG-DR), and Emergency Solutions Grants (ESG) projects and programs, we also are well versed in all types of construction. Within the construction arena, we have the ability to manage: project scoping, design and plan development, entitlements and permit processing, construction oversight and monitoring, change order reviews and approval, disbursement oversight, and project completion and closeout functions.
